From 2013, Freeze HCFC production and consumption to the average amount of year 2009 and 2010 and
set it as a Base Amount;
By 2015, reduce 10% of the Base Amount;
By 2020, reduce 35% of the Base Amount;
By 2025, reduce 67.5% of the Base Amount;
By 2030, fully stop use of HCFCs.
Global HCFCs Substitution Situation
1. European Union banned HCFCs in 2002 and HFCs were banned in 2013 too. The European Union tends
to use CO2 System, namely CO2 + Alcohols + Aliphatic Hydrocarbons.
2. Japan forbid use of HCFC in XPS production in 2004 and now they are using Isobutane as Blowing Agent.
With aid of Water and some other assistant Blowing Agent, the final XPS bears special structure, which
decreases Thermal Conductivity and improves fire behavior.
3. North America uses HFC blends as the Blowing Agent and one other manufacturer uses CO2 + Aliphati +
