According to foreign media reports, National Grid ESO, a British power system operator, is seeking to supply multiple applications to new frequency response service providers. And frequency response services are now also involved in the UK grid balancing mechanism.

Dynamic containment (DC) service is a frequency response assistance service launched by NationalGridESO in October last year to initiate a comprehensive reform of the UK grid service market. The company hopes to allow energy storage system suppliers to receive revenue from dynamic containment (DC) services and generate new revenue from the balancing mechanism, which is a real-time balance between power supply and demand in the grid and an important source of revenue for many battery energy storage systems.

Industry leading battery energy storage asset owners in the UK, such as Arenko and Flexitricity, have begun to respond to services by dynamically curbing market supply frequency. Looking ahead, battery energy storage projects can be tendered in both balance mechanism and dynamic containment projects.
NationalGridESO provides a detailed explanation of this change in a document that states, "Through market participation, we recognize that adding services in the balance mechanism will provide added value. We anticipate that this additional flexibility and revenue increase will improve the efficiency of battery energy storage systems to provide electricity services, enhance competitiveness, and thus reduce consumer costs
Given the critical nature of dynamic containment services, NationalGridESO has taken a cautious approach to allow for the acceptance of a stack of "tender offer" (BOA) assets. Those energy storage system suppliers who wish to incorporate a balancing mechanism must ensure that such activities do not weaken or impair the ability of supply dynamic containment services.
Improve the ability to stack revenue
Battery energy storage systems are considered a multifunctional asset that can perform multiple tasks and applications when installed on the power grid side (FTM), benefiting the power grid or utility companies, thereby enhancing the ability to stack revenue. By performing these tasks, multiple applications with different benefits can be obtained, which has long been considered a key driving factor for the strong business case of battery energy storage projects. However, the development speed of regulatory/policy and market frameworks often fails to keep up with technological and market advancements in battery energy storage systems, and in some markets, revenue stacking is only allowed to a certain extent.
As part of the power grid reform, we are pleased to add the balancing mechanism stacking function to the new dynamic containment service. We plan to incorporate this capability into all new services introduced to the market, as we recognize that the added ability to stack in the balancing mechanism will bring additional value
The dynamic containment service was widely welcomed in 2020 because it was not only an important tool for NationalGridESO, but also provided generous returns to participants, with revenue that was 2 to 3 times that of other frequency response services. By allowing revenue stacking, the revenue generated by battery energy storage systems will continue to rise.
