The country is currently promoting systems such as compulsory metrological certification, review accreditation and "laboratory accreditation" in which laboratories voluntarily participate, to ensure the fairness, scientificity and authoritativeness of testing institutions in providing services to society. The certification of testing institutions is strictly carried out in accordance with provincial or national metrology certification work procedures. It can be roughly divided into the following main steps:
1. Submit metrology certification application materials (including quality manual, procedure documents, etc.) to the provincial or national metrology certification office;
2. The provincial or national metrology certification office will conduct a written review of the application materials;
3. After passing the written review and in accordance with the evaluation criteria of metrology certification, the provincial or national metrology certification office will arrange to entrust a technical review team to conduct on-site verification review;
4. Testing institutions that pass on-site review and meet the requirements of the standards will be issued a metrology certification certificate and a metrology certification agency seal by the provincial or national Quality and Technical Supervision Bureau, and publish them on the Internet.
