Why Red&Blue led grow lights for Vegetables, flowers and medicinal plants ?

eg: tomato need much red color, so the ratio of Red and Blue had better be 8:1 or 9:1. However, leaf plants need much blue. So the Red and Blue Ratio should be 2:1,3:1 or 4:1.
