About the low pressure screw air compressor

Consider some special industry  such as textile industry ,chermical engineering ,glass bottle blowing , metallurgical insutry ,waste water treament etc, need use compreesed  air at a pressure 1bar -4bar ,and now most of them use reducing valve to reduce the pressure of the compressed air which produce by a normal compressor which offer higher pressure(5-12bar) .  obvious that would cost too much waste .
